Neil grew up in Papunya where his father was a well known painter, George Maxwell Tjangala. Neil's mother, Pantjiya Nungurrayi is a senior painter for Papunya Tula Artists. Her country is Kungayunti, near Haasts Bluff. Sometimes Neil painted at Papunya. He now lives in Tjukurla where his father came from. His work has many unique qualities in the way he tells the stories of life in the desert past and present. He is a senior member of the community and is a past community chairperson.
